Oof, it took a long time, but I found the reason Whyem's dlc doesn't allow me to save any suits without a belt (besides gunbelts, Whyem's dlc adds regular belts). I don't know why the beginning of a new game without mods didn't help, but I took someone else's save and so I managed to find the reason. Maybe it can help someone with similar problems.
